Ekspor Produk Mesin & Peralatan ke Jepang

Berikut ini informasi persyaratan mutu dan regulasi teknis terkait produk yang akan diekspor ke Jepang.

1. Undang-Undang

 1.1 Undang-undang Keselamatan dan Kesehatan Industri

Industrial Safety and Health Act(Act No. 57 of 1972. Undang-undang ini menjamin keselamatan dan kesehatan pekerja di tempat kerja, serta untuk menciptakan lingkungan kerja yang nyaman, dengan mempromosikan tindakan pencegahan yang komprehensif dan sistematis mengenai pencegahan bahaya industri, seperti mengambil langkah-langkah untuk pembentukan standar untuk keselamatan dan kesehatan, klarifikasi tanggung jawab dan promosi kegiatan sukarela, dengan maksud untuk mencegah bahaya industri.

Undang-undang ini berhubungan dengan Undnag-undang Standar Ketenaga-kerjaan (Labor Standards Act - Act No. 49 of 1947).

1.2 Undang-Undang Perdagangan Luar negeri

Foreign Exchange and Foreign Trade Law. Menerapkan prinsip pelaksanaan bebas transaksi luar negeri seperti valuta asing, perdagangan luar negeri atau lainnya, untuk memungkinkan perkembangan yang tepat dari transaksi luar negeri dan untuk menjaga perdamaian dan keamanan baik di Jepang maupun masyarakat internasional melalui kontrol minimum, penyesuaian transaksi luar negeri, mempromosikan keseimbangan dalam pembayaran internasional dan stabilitas mata uang, serta untuk berkontribusi pada pembangunan ekonomi nasional yang sehat.

2. Regulasi.

2.1 Regulasi Mesin dan Peralatan.

Regulasi ini ditetapkan pada undang-undang Keselamatan dan Kesehatan Industri, antara lain mengatur:

  • Perizinan Manufaktur.
  • Inspeksi Pasca Pabrikasi.
  • Penerbitan Sertifikat Inspeksi dan masa berlaku sertifikat inspeksi
  • Inspeksi Berkala

2.2 Regulasi Pelabelan.

Regulasi ini ditetapkan pada undang-undang Keselamatan dan Kesehatan Industri, antara lain mengatur:

  • Label harus dipasang pada mesin dan peralatan yang lulus pemeriksaan/pengujian, hal ini berlaku bagi pabrikan lokal atau asing.
  • Dilarang memberi label pada mesin peralatan yang tidak lulus pemeriksaan/pengujian, hal ini berlaku bagi pabrikan lokal atau asing.

2.3 Regulasi Bahan Berbahaya.

Sebagai pengetahuan, regulasi ini ditetapkan pada undang-undang Keselamatan dan Kesehatan Industri, antara lain mengatur tentang produksi, importasi dan perdagangan zat berbahaya:

  • Larangan Manufaktur: Dilarang memproduksi, mengimpor, mentransfer, menyediakan, atau menggunakan zat yang menyebabkan gangguan kesehatan pekerja secara signifikan.
  • Perizinan Manufaktur: Khusus untuk memproduksi zat-zat yang dapat menyebabkan gangguan signifikan terhadap kesehatan pekerja.
  • Pelabelan zat berbahaya.

4. Standardisasi.

4.1 Standar Japan Machine Accessory Association

Standar mesin dan peralatan terdiri dari standar Japan Machine Accessory Association (JMAA), standar industri Jepang (JIS) dan standar internasional (ISO). Standar TES (Tooling and Equipment Standard) adalah standar industri yang ditetapkan oleh produsen.
