Tiongkok, dengan nama resmi Republik Rakyat Tiongkok atau Republik Rakyat China, adalah sebuah negara yang terletak di Asia Timur yang beribu kota di Beijing.

Law on the Protection of Consumer Rights and Interests (the “LPCRI”).
Di Tiongkok, Law on the Protection of Consumer Rights and Interests Konsumen ("LPCRI"), bersama dengan Civil Code (Contract Law and Tort Liability Law prior to the Civil Code’s enactment), Product Quality Law, Anti-Unfair Competition Law, Food Safety Law, dan E-Commerce Law, menetapkan aturan dasar untuk perlindungan konsumen.
Selain itu, Tiongkok memetapkan beberapa standar industri dan pedoman.
- LPCRI: Undang-undang sebagai dasar hukum untuk melindungi hak-hak konsumen di Tiongkok, yang menetapkan hak-hak konsumen dan kewajiban operator bisnis ketika menjual barang atau menyediakan layanan.

Undang-undang Standardisasi.
Undang-undang ini mengatur tentang standardisasi dengan ketentuan umum diantaranya:

5.Klasifikasi Kendaraan.
Kendaraan Tugas Ringan.
Kateoiri kendaraan tugas ringan didasarkan pada EU classification dengan beberapa perbedaan:
- Type 1 vehicles: M1 vehicles for no more than 6 passengers including the driver, and GVWR ≤ 2.5 tons.
- Type 2 vehicles: Other light-duty vehicles (including N1 light commercial vehicles) are further divided into three classes based on the reference mass.
- Class I: RM ≤ 1305 kg
- Class II: 1305 kg < RM ≤ 1760 kg
- Class III: RM > 1760 kg
Kendaraan Tugas Berat.
Kendaraan tugas berat lebih dari 3.500 kg, dilengkapi dengan mesin pengapian kompresi atau mesin gas alam pengapian positif (NG) atau gas minyak cair (LPG).
6.Regulasi Emisi.
Standar emisi kendaraan dikembangkan oleh Ministry of Ecology and Environment (MEE), kemudian dikeluarkan bersama oleh MEE dan State Administration for Market Regulation (SAMR).
7.Regulasi Emisi Kendaraan Tugas Ringan
Semua kendaraan dalam kategori M1, M2, dan N1 dengan massa referensi tidak melebihi 3500kg. Kategori didasarkan pada preseden Eropa dengan beberapa perbedaan kecil.
Standar emisi Tiongkok untuk mobil penumpang baru dan kendaraan komersial ringan hingga China 6 didasarkan pada Regulasi Eropa.
Jadwal pelaksanaan tercantum pada Tabel 1. Tanggal nasional umumnya mengacu pada persetujuan tipe baru - pendaftaran pertama model kendaraan yang ada biasanya diizinkan selama satu tahun lagi. Peraturan nasional China 5 dan 6 [2941][3559] memberikan satu tanggal implementasi, yang berlaku untuk persetujuan tipe baru dan untuk pendaftaran pertama. Standar China 6 diusulkan pada Mei 2016 dan diselesaikan pada Desember 2016. Pada April 2020, penundaan dari 1 Juli 2020 hingga 1 Januari 2021 diumumkan di tanggal implementasi nasional China 6a untuk wilayah yang belum menerapkan persyaratan China 6.
Tabel 2 merangkum batas akhir China 6. Standar China 6 adalah netral bahan bakar dan batas yang sama berlaku untuk kendaraan bensin dan diesel.

Sertifikasi Kendaraan.
Sertifikasi Komponen Otomotif.
Bagian utama dari persyaratan mutu kendaraan bermotor dan bagian-bagiannya adalah sertifikasi CCC. Adapun CNCA secara resmi menjelaskan kategori otomotif dan kategori bagian dari otomotif yang diharuskan memiliki sertifikasi CCC, secara prinsip adalah hal-hal yang berkaitan langsung dengan keamanan dan nyawa pengendara. Berdasarkan data terakhir, ada 11 kategori dari sertifikasi CCC untuk bagian-bagian kendaraan bermotor tersebut.
Perlu diperhatikan adalah dimungkinkan adanya pembaruan standar oleh CCC oleh CNCA, misalnya untuk poin sertifikasi bekleed interior yang tidak lagi berlaku sejak pengumuman pembatalan pada 2012.
Sertifikasi Kendaraan Roda Empat.
CNCA-02C-023 2008《机动车辆类强制性认证实施规则》(汽车产品)
Berlaku untuk produk kendaraan roda empat (dikendarai di jalan umum dan jalan perkotaan; kendaraan jenis M, N atau O). Sertifikasi tersebut akan mereferensikan berbagai standar GB seperti ada pada tabel di bawah ini.
Banyaknya standar mutu yang berlaku menunjukkan ketatnya pasar Tiongkok. Bahkan beberapa di antaranya dibuat bukan dari standar yang berlaku secara internasional.

Sebagian besar dari dokumen sertifikasi memiliki struktur dan permintaan yang mirip, terutama untuk bagian-bagian otomotif yang individu. Pembeda terbesar umumnya adalah referensi standar GB yang dipakai. Sebagai contoh untuk isi sertifikasi CCC yang diminta dalam selang fleksibel kendaran bermotor CNCA – 02C – 057:2005adalah sebagai berikut:
- Selang yang dimaksud adalah selang rem cairan, udara dan vakum bertekanan pada kendaraan roda empat, trailer, sepeda motor dan moped.
- Bentuk sertifikasinya adalah pemeriksaan awal sampel, pemeriksaan fasiltas produksi dan pemeriksaan kontrol atas sertifikat yang telah diberikan. Namun dapat juga tidak memerlukan pemeriksaan fasilitas produksi dan hanya perlu pemeriksaan barang-barang yang akan diedarkan.
- Banyaknya sertifikasi yang perlu diajukan:
- produk yang tidak memiliki perbedaan dalam penggunaannya (sebagai salah satu dari: selang rem cairan, udara atau vakum bertekanan) akan dianggap sebagai satu unit sertifikasi,
- berdasarkan bahan baku selang
- berdasarkan konektor selang dan cara koneksinya
- Dokumen-dokumen yang perlu disiapkan untuk sertifikasi:
- Deskripsi produk: nama produk dan kode produk, spesifikasi kegunaan (tekanan cairan, udara atau vakum), diameter lubang, bahan baku selang, konektor/kepala selang, konektor selang dan cara koneksinya, penjelasan atas pertanyaan-pertanyaan lainnya.
- Foto yang mendeskripsikan karakteristik produk
- Konstruksi produk atau gambar teknis
- BOM – Bill of Material atau MDS – Material data sheet, yang memasukkan bagian-bagian utama dari selang seperti selang, konektornya dan bahan baku (nilon, karet, dll); MDS harus memasukkan nama, nomor kode, spesifikasi, bahan baku, penyedia produk dan pemeriksaan bahan baku masuk, dll.
- Kondisi fasilitas produksi: kondisi produksi (sejarah produksi, kapasitas dan lingkup produksi); daftar alat-alat produksi utama; daftar alat-alat inspeksi utama (termasuk nama alat, kode alat, spesifikasi alat, jumlah, ketelitian, inspeksi metrologi terakhir), metode/sertifikasi manajemen mutu yang dimiliki (terlampir lengkap pada lampiran ketiga dokumen sertifikasi).
- Laporan inspeksi laboratorium atas produk
- Dokumen pendaftaran/badan hukum perseorangan dan pabrik
- Dokumen-dokumen lain yang dibutuhkan oleh lembaga sertifikasi
- Penyampelan: dapat berupa pengambilan hasil produksi di pabrik pada saat inspeksi badan sertifikasi, jumlahnya tergantung pada spesifikasi dan perbedaan antara satu produk dan lainnya (misal ukuran diameter, bahan baku, dan konektor). Jumlahnya berkisar 3 buah – 35 buah selang.
- Inspeksi pabrik: dilakukan oleh sekitar 2-6 orang hari, disertakan juga pengetesan produk untuk mencocokkan spesifikasi dengan sampel awal.
- Lama proses sertifikasi secara total adalah sekitar 30 hari kerja, jika terdapat perubahan dapat diperpanjan hingga 3 bulan.
- Inspeksi setelah sertifikat diberikan adalah paling minim setahun sekali. Bentuknya dapat berupa inspeksi pabrik dan inspeksi ulang produk yang disertifikasi.
- Masa berlaku sertifikasi bergantung pada hasil inspeksi
- Label yang harus dicetak pada badan produk tersertifikasi adalah logo CCC.
- Pengetesan produk didasarkan pada standar GB 16897
- Pengemasan: diharuskan untuk yang dapat menjaga spesifikasi produk
- Pelabelan, berdasarkan GB 16897: label dicetak pada bagian luar, mendatar lurus dengan lebar huruf lebih besar dari 1.6mm, tinggi huruf lebih dari 3.2 mm dan jarak spasi kurang dari 152 mm; isinya adalah: tulisan standar “GB 16897”, tanggal produksi, nama singkat produsen, ukuran diameter dalam atau diameter luar, tulisan “HR” untuk selang rem cairan standar, tulisan “HL” untuk selang rem yang lebih tahan kemelarannya, tulisan “A” untuk rem udara, tulisan “V” untuk vakum.
Tip
- Pembuatan BOM – bill of material atau MDS – material data sheet dari produk yang dilaporkan sertifikasinya akan mungkin dilaporkan untuk di cek di CTRC (China Automotive Technology and Research Center). Karena itu, konsultasi mengenai dan dengan badan-badan terkait sertifikasi sebaiknya dilakukan untuk menghindari kesulitan penyelesaian administrasi.
- Karena sertifikasi dilakukan dengan mengetahui hampir seluruh aspek operasional produk dan produksi, maka adalah bijak untuk memilih lembaga sertifikasi yang dapat dipercaya untuk menjaga rahasia perusahaan. Terutama untuk produk-produk dengan inovasi tinggi.
- Mengingat standar-standar yang dicatut oleh CNCA sebagai bagian dari sertifikasi CCC dapat berubah atau ditambah sewaktu-waktu, maka pihak pendaftar sebaiknya juga mengawasi pengumuman-penguman terbaru mengenai sertifikasi CCC atau atau berkonsultasi dengan lembaga sertifikasi RRT seperti CQC.
- Laman informasi berbahasa mandarin lebih aktual pembaruannya dibandingkan laman informasi berbahasa inggris, usahakan untuk menggali informasi dari laman pemerintah berbahasa mandarin. Laman dari lembaga sertifikasi BUMN yaitu CQC merupakan salah satu yang paling tersentral informasinya karena menggabungkan pengumuman dari semua lembaga terkait di RRT.

Standar-standar terbaru terkait produk kendaraan roda empat yang perlu juga diperhatikan, namun tidak memerlukan sertifikasi CCC karena tidak menyangkut keamanan nyawa secara langsung, adalah:
- Standar batasan substansi berbahaya - GB/T 30512 – 2014. Berisi larangan untuk adanya substansi timbal, merkuri, kadmium, kromium, PBB dan PBDE; Peraturan ini mulai dari 2015 – 2017 dan sementara terutama bagi unit kendaraan pribadi (maksimum 8 penumpang) utuh produksi domestik maupun impor serta bagian-bagian suku cadangnya. Ini berarti RRT akan semakin ketat dalam keamanan produknya untuk kesehatan pengguna. Walaupun demikian ada juga beberapa produk yang tidak ditentukan untuk pembrelakuannya, seperti untuk timbal pada komponen aki mobil, timbal pada timah solder untuk bagian elektrik kendaraan, merkuri pada lampu utama dan lampu speedometer.

- GB/T 30313 – 2013: Standar selang udara panas mesin kendaraan roda empat dari karet
- GB/T 19753 – 2013: Cara pengetesan energi yang digunakan oleh mobil kecil mesin hibrida
