Ekspor Produk Mesin & Peralatan ke Australia

Berikut ini informasi persyaratan mutu dan regulasi teknis terkait produk yang akan diekspor ke Australia.

1. Undang-Undang.

Produk mesin dan peralatan yang akan diimpor ke Australia, harus mematuhi semua persyaratan yang diatur melalui undang-undang sebagai berikut:

1.1 Undang-undang Keamanan Hayati 2015.

Biosecurity Act 2015. Persyaratan impor terkait keamanan hayati untuk produk mesin dan peralatan ditetapkan oleh Department of Agriculture, Fisheries and Forestry (DAFF) melalui Undang-undang Keamanan Hayati 2015. Undang-undang ini dirancang untuk mencegah dan menangani penyakit dan hama yang dapat membahayakan kesehatan manusia, hewan, tumbuhan atau lingkungan hidup di Australia.

1.2 Undang-Undang Persaingan dan Konsumen 2010

The Competition and Consumer Act (CCA) 2010 mengatur bagaimana bisnis di Australia berineraksi dengan pesaing, pemasok, dan pelanggan mereka. Tujuan dari undang-undang ini adalah untuk meningkatkan kesejahteraan warga negara Australia dengan mendorong penyelenggaran perdagangan dan kompetisi yang adil, serta melalui perlindungan konsumen.

2. Regulasi.

2.1, Regulasi Keamanan Hayati 2021.

Biosecurity Regulation 2016,Regulasi ini mengatur cara pemenuhan kewajiban keamanan hayati untuk mencegah atau meminimalkan risiko keamanan hayati. Regulasi ini mencakup langkah-langkah pencegahan dan pengendalian materi biosekuritas, penetapan tingkat kontaminan maksimum yang dapat diterima dan, dan penetapan biaya.

2.2 Peraturan Pengenaan Biaya Kemanan Hayati (Umum) 2016.

Biosecurity Charges Imposition (General) Regulation 2016. Regulasi ini mengatur biaya untuk hal-hal yang berhubungan dengan administrasi implementasi Biosecurity Act 2015.

3. Skenario Impor

Skenario impor menentukan persyaratan impor  yang harus dipenuhi untuk importasi produk berdasarkan Regulasi Keamanan Hayati 2021. Informasi skenario impor mesin dan peralatan baru, bekas dan komponen yang difabrikasi untuk komersial, ditetapkan Bisecurity Import Conditions system (BICON). efektif 1 September 2022.

Keterangan:

  • DAFF mengklasifikasikan mesin atau peralatan yang telah diuji di lapangan atau di pabrik sebagai mesin atau peralatan bekas.
  • Hanya engines, suku cadang mesin, atau suku cadang kendaraan yang bisa diklasifikasikan sebagai suku cadang mesin yang diremanufaktur secara komersial.
  • Mesin atau kendaraan utuh hanya dapat diklasifikasikan sebagai “baru” atau “bekas”.
  • Jika kiriman berisi suku cadang baru/remanufaktur komersial dan suku cadang bekas, ketentuan impor suku cadang bekas yang akan digunakan.

4. Standar.
